Once Usenet became available to the general public in the 1980s, the amount of discussions increased very rapidly. Because of the broad number of topics being discussed, there needed to be some sort of organizational scheme.

Newsgroup hierarchies make it easy to make sense out of all the different options on Usenet. They allow you to narrow down the subject of the newsgroup to the extent that it is generally pretty obvious what posts would be relevant to the topic at hand and which would not.
